A book I'm reading explains that (1) is not equal to (2). "Charming" is used for a man who is adept at saying sweet words to ladies. It is an adjective never describing someone's appearance , unlike "cute." Mostly used for describing a man.

Yes that is correct. Although 'charming' does have wider uses than the one mentioned, it is not used about appearances.
