Isn't it that the correct sentence is the last one?

• It was winter then but not that cold like the previous year's.

• It was winter then but not that cold like the previous year's winter.
• The winter then was not as cold as the previous year's.

Yes. The first two may be acceptable to some. "not that cold" is a valid expression, meaning "not especially cold", but for me it does not fit tremendously well into the structure of these sentences.
