Isn't it? or doesn't it?

The sentences are:

"That's what it takes, doesn't it?" 1,430 Google Search results.

"That's what it takes, isn't it?" 3,430 Google Search results.

Which one is the verb here, "takes" or "is"?  Are both sentences correct?
