Can 'swarm' refer to bees by themselves instead of a swarm? Can we say "There are a swarm of bees" similar to "A swarm of bees

I would say, "A swarm of bees is flying near the tree" and "There is a swarm of bees near the tree".

You can in fact use both since the word swarm is a collective noun

A swarm of bees are flying near the tree
A swarm of bees is flying near the tree

Similar to saying:

The team have played well
The team has played well

The government was succesful
The government were suceesful
