Is/are

Could one say for example 'there is fish in there', 'there is people in there', etc., or should it always be 'there are ___ in there/over here/all around/etc'.

in my opinion the word 'there' is shouldnt be write twice. is better if u write it directly : 'the fish is in there'.'the people is over there','the students is all around there'
