IS/ARE ??

hi guys....

which is correct:

1) A comprehensive description of multipath fading, noise, impedance fluctuation and other PLC challenges IS provided in appendix B.
2) A comprehensive description of multipath fading, noise, impedance fluctuation and other PLC challenges ARE provided in appendix B.

i would say 1.

i thought about that to....but what about this:

1) the cat and dog is in the house
2) the cat and dog are in the house

it is definitely (2), but cat and dog are singular.... so shouldn't it (in theory) be IS - .i.e(1) ?

No, because there are two subjects here, as opposed to a single subject in your first question.

Description is singular. Therefore, the verb should be singular.
