Is written a predicate adjective here?

Friend: Where's the new time table?

Me: it's written on the notice board


If it were passive, the active of it would be

‘Someone writes it on the notice board which would make it a general action’

as in English is spoken all around the world [by? People] which doesn't make any sense...
