Is would have/ might have one or two verbs?

Hi just a quick question, I am doing an exercise in whcih I have to count the number of verbs in sentences and I'm not sure whether or not to mark 'would have' as one or two verbs as individually both can be used as verbs but in the context of the sentence they are joined together to indicate one action. Any help would be appreciated.
