Is 'who to go' possible?

(1) I don't know whom I should meet. -> I don't know whom(who) to meet.

(2) I don't know when I should go there. -> I don't know when to go there.

I learned these two sentences can be used correctly.

(3) I don't know who should go there. -> I don't know who to go there.

(4) I don't know who should meet him? -> I don't know who to meet him.

Can I change the above clauses (3,4) into the infinitive phrases?
