Is wearing

Hello, Dear Members and Gurus!!

Is it true that "He is wearing a coat" cannot refer to the ongoing action(He is in the action of putting on a coat), only a state(A coat is already on his body), and we have to use "He is putting on a coat" to refer to the action of puttin on a coat?
