If the car is still in the owners possession (e.g. you are sat in it), it is deemed to be a present tense situation and so the second example would be exactly the right thing to say 02br

I suppose the second sentence is correct. Because past.tense is asked by the question.

Therefore all the sentence must be past tense. But you wrote first sentence what is the best car you ever had?

This questions must be what is the best car you have been seeing?

So the second sentence is correct.

I think the 'maximum speed' is the thing to worry about, so 'is' makes sense but does that conflict with 'have ever gone'?

Is it easier if the car was a wreck? Should I refer to the car the past tense, the same way as a deceased person? If it's still a car then the original question is still valid, so 'is' would still make sense.
