Is vs was

Hello,

I just came across the following statement.

"Neil Armstrong was the first person to land on the moon."

Shouldn't the statement be "Neil Armstrong is the first person to land on the moon."?

Not really; the timing is then confused. You could recast it like this: Neil Armstrong is the first person to have landed on the moon.
