you can use both of them, but i suggest you choose the first one which use simple present because, for a news, i find they almost use simple present present tense for headline of newspaper

It makes no sense to say 'an allegation is/was . . . tension'. You need to say the kind of thing I've added below.

It's a question of when this was said, and whether it is still true "now"..



For example, 'is' is fine if it was said 30 seonds ago. (So is 'was'.)
