Is valued highly by someone or for someone?

Hi everyone, shall I say "fame is valued highly by celebrities" or "fame is valued highly for celebrities"? Does it make any difference if I compare celebrities to ordinary people: "Fame is valued more highly by celebrities than by ordinary people" vs "Fame is valued more highly for celebrities than for ordinary people"?

Hope I have made myself clear.

What I mean is the phrase is "valued by", so "valued highly by", not "valued highly for".
