Is using 'To' at the start of a sentence grammatically correct?

Example for a job resume.

Objective -

To implement my skills to achieve success for a company.

-----
Is this a syntax error? This sentence looks like a fragment to me.

I have not stumbled upon any online site that says using To at the start of a sentence is safe.

It is a fragment, but it is OK in the context because it is understood to mean "My objective is to implement my skills to achieve success for a company."

(At least, it is "OK" as far as your question is concerned. I am not tremendously enthusiastic about it in other respects.)
