is 'under-budget' a word?

Is this a word and is this sentence correct and usual?

I under-budgeted for time. I had totally forget to make time for lunch.

I understand it, but it is not in the online dictionaries. and COCA reveals only 3 valid examples, all as stative passives ("the project was underbudgeted"). I would recast: Lunch time was underbudgeted...
