1-This gun is for using in cases of extreme emergency.
2-This gun is to be used in cases of extreme emergency.
3-This gun is to use in cases of extreme emergency.

Can't 2 and 3 mean two things:
a-In cases of extreme emergency, this gun must be used.
b-This gun should not be used unless there is a case of extreme emergency. It is to be used only in cases of extreme emergency.
