"is to be" vs. "must be"

Are these two sentences interchangable? Which is better?

The loan is to be repaid in instalments according to the schedule by making a payment on the 30th date of each month.

vs

The loan must be repaid in instalments according to the schedule by making a payment on the 30th date of each month.
