Is "to be" omission possible in passive sentences

Hello

I saw the following sentence in a technical document


The HOST clause of CREATE PLUGGABLE DATABASE statement specifies the host name of Listener for the
the PDB being created

My problem is "being created" , is it originally "is being created" that "is" is omitted ?

can we say ? :

The HOST clause of CREATE PLUGGABLE DATABASE statement specifies the host name of Listener for the
the PDB is being created
