Is ths method good?

Hi,

I want to know your opinion on this method?? that is being used to test whether one should put the comma between the adjectives describing a noun. The method or way to test is employing or using the word "and." If and can be used, then a comma is permissable; whereas if it cannot be used, then a comma is not permissable.

a cheap and good buy/toy -- a cheap, good buy/toy (I do see that the first one is better.)

a big and white toy -- not a big, white toy (because the first version "a big and white toy" doesn't sound right)
