Is this use of 'million' correct? frequent?

00Shouldn't that be '20$ millions' since it is a noun. I guess there's ilipsis of the noun and that the use of nouns 'million' after causes it to be written as an adjective (no -s) even when it is a noun. Also, unrelated, the 'her' before permission is unnecessary0-
