Is this usage correct?

I had written a subheading saying
"Impacts of rules"
But my teacher turned ferocious says that no word like 'impacts' in English language. My question is whether my usage "impacts of rules" is right or wrong?

It sounds fine to me. It is certainly a common English word – any dictionary will show you that. Perhaps it occurs more often as a non-count noun: The impact of rules.

I frequently use the term "environmental impacts."
