Is this understandable?

Hi!

Please take a look at the following sentence. Is it understandable and without mistakes?

The owner shall pay to the administrator a contractual penalty regarding failing to comply with the payment deadline for expenditures arising from maintenance and administration of the property, utilities and other additionally provided services, and the amount of the aforementioned contractual penalty shall be 0,2% of the amount unpaid within the deadline regarding each day’s delay.
