Is this the right way to use Relative Clause?

I just have a question in my school, which gives me a lot of thinking.

She is the most beautiful girl in the beauty contest, ____ not only you but also I believe will win the first prize.
A. who
B. whom
C. which
D. that
And the key is A.
They explain that the R.Clause modifies the noun 'girl', but to what I know, R.C only modifies the noun before it, so it's supposed to be the word 'contest'. Can someone explain this for me?
