Is this statement grammatically correct?

Hello everyone.

Consider the following statement:

She asked, "When can you make the payment?"

Should the 'She asked' be written before the quote or after the quote, or is either one fine?

Also, if I'm going to tell this statement to someone else, how should I do it?
