Is this sentences correct?

I read a sentence from Wall street journal which was written as below,

"Once that work is completed, Mr. Lhota said the temporary bus service launched Thursday to ferry passengers from Brooklyn to Lower Manhattan will be halted."

Why the " Lower Manhattan will be halted" can be written in future tense? Shouldn't it follow the tense of the sentence before written in past tense?Like this,

"Once that work is completed, Mr. Lhota said the temporary bus service launched Thursday to ferry passengers from Brooklyn to Lower Manhattan would be halted."

I though Lhoa was mentioning a future event in a past occasion.

Can anyone clarfiy it for me?Many Thanks.
