We can not tell you more about this issue and advise you to speak to your father for more input.

Is this sentence wrong? Since we can't .... and .. Is "We can't still dominate advise....

No, but you seemed worried about the extent of the influence of 'cannot'. Readers would use the sense of the sentence to understand that it does not carry over to 'advise'.
