is this sentence well written?

A driver shall take effective means appropriate in the prevaling circumstances to avoid getting lost in a desert.

I'm concerned with the usage of prevailing in the above sentence. can someone help?

To rephrase it (somewhat inelegantly):

"...in the circumstances that are most important to take into account at that time..."

There's a sense in "prevailing circumstances" of "dominant circumstances".

I think I might want to write it this way:

To avoid getting lost in a desert, a driver must use appropriate means effective in dealing with prevailing circumstances.
