Here's the part that's very puzzling. have a debt of taxes (duties) administered by the Revenue Service
What does that mean? Do you mean simply "owe income taxes"?

As of July 11, 2015 the taxpayer is not expected to owe (income) taxes in excess of EUR 150.00.

It's the explanations they insist on attaching that I find opaque.
