Is this sentence starting with 'it is most likely' acceptable?

It is most likely that many adolescent couples are not aware of their impulsive decisions and actions.

It's grammatically OK, but it's the impulsive nature of the decisions and actions rather tham the decisions and actions themselves that they may be unaware of.
