Is this sentence right or wrong?

When i read on the newspaper, i meet a sentence that i dont know it's right or wrong in this situation.

Here are eight simple steps to making up your eyes for evening.

I think " Here are ..... to make up ..... for evening" is right.

I think " Here are ..... to make up ..... for evening" is right. No.

The underlying structure is 'a step + to + (something)'. eg From where I am standing, there are three steps + to + the door.

You can replace the noun by a noun-like structure such as a gerund. eg There are eight steps + to + making up (your eyes for the evening).

But you can't say eg There are eight steps + to + make up (your eyes for the evening). That's because you can't use the bare infinitive 'make up' in this way.

Another way you could look at your suggested sentence is to consider that 'to' functions here as a preposition and not as part of an infinitive.
