SATs are Standard Assessment Tests in the UK and they are formal tests given to quite young children. They are supposed to show if the school is any good. The first test, I believe, is introduced at age 6

Many parents say: actually, at that age, I just want my child to be happy at school, I really don't care if they are able to pass some kind of government test
