Is this sentence natural?

Hi, please help me.

"Land prices are now down to the level of 15 years ago."

Is this sentence natural? It is odd to me that the adverb phrase "15 years ago" is placed after "of."

the level of 15 years ago is the level that they had 15 years ago. That's a natural thing to say.

of can thus mean "associated with".
