Is this sentence logical in English?

Hi!
Could you please take a look and tell me whether this sentence is logical in English?

However, upon entering into force of the aforementioned regulations, the content of standards of subjects of study did not change on the merits.

Is it okay that there are three "of" so close to each other?

The part after the last comma is incomprehensible to me. Can you say it another way?
