It is not grammatically correct. Also it has no main verb so it cannot be a sentence. It is hard to know how to correct it without more context.

Now does it make any grammatical sense ?

"after the being requested" is ungrammatical. I suggest this:

The average time taken to provide resources after they have been requested.
