Are there any grammer rules that clarifies in which sentences "best" can be used a an adverb or not?

Or is it just wrong because of the "sound" in speech without any other causes?

It is just a matter of collocation, Soren. The phrase is 'high recommendation'.

High recommendation, highly recommended for opinions.
Strong recommendation, strongly recommended for advice.
