Is this sentence grammatically correct?

Hi there!
I'm a student in France, and I was wondering whether or not a sentence our english teacher wrote on the blackboard was correct. I have to admit I've never heard anyone make a sentence like this... here it is:
"It was several years since he had returned and retired."
The sentence has a very strange feeling to it, doesn't it?
I think the teacher messed something up in the first part of the sentence: 'it was several years since'.
