It doesn't sound very natural to me. I guess I would put it this way: Despite the [globally and locally] increasing amount of traffic coming from mobile devices, Web pages are often poorly optimized.

It doesn't sound very natural to me. I guess I would put it this way:
Despite the [globally and locally] increasing amount of traffic coming from mobile devices, Web pages are often poorly optimized.
