Is this sentence grammar correct?

Early reviews enable employers to honor internal starting pay scales, and then give early raises or promotions.

Guest, I don't think it is strictly correct. " doesn't seem like a complete sentence to me. How about....

I don't think it is strictly correct. "and then give early raises or promotions." doesn't seem like a complete sentence to me.

How about....

Early reviews enable employers to honor internal starting pay scales and to give early raises or promotions.

I would change the wording slightly....

Would it be grammatically correct to say "grammar correct"? Let's say, for instance, this is the sentence: That's not even grammar-correct.

The sentence was structured with a hyphon but I'm curious if it wasn't there, would it be any more or less correct?

It would be less correct without the hyphen.
As it is, it's just a made-up word, which isn't bad in itself. It's just that someone was thinking quickly or being creative and this combination must have come to mind. Obviously, it suggests a very informal register, as would the similar "correct grammar-wise"!
