Is this sentence correctly punctuated?

I want all Londoners; families, women, and children, to come to the Hyde Park.

Semicolons only join together complete sentences.
In this case "I want all Londoners" is not a complete sentence, so semicolon is incorrect. Colon might work in addition to dash.

Whether or not you should put the comma after children is a matter of debate. The AP style guide (for journalists) doesn't require a serial comma.

Do you also want men and women who do not live with a family?

Why not simply say 'all Londoners'?
