Is this sentence correct? "The" after comma

I am editing a translation and the writer used "the" after commas a lot, I want to know if it is correct.. This is an example:

"To access important source code, the property of the Respondent and the co-Respondents, when monitoring forensic work;"

I am thinking that this construction implies that the "important source code" is THE only property of the Respondent and the co-Respondents. And that is not correct.

The meaning that I want to convey is "To acess important source code that are property of the Respondent and the co-Respondents, when monitoring forensic work;"

It is not a grammatically complete sentence. It is therefore hard to judge correctness without seeing the surrounding context.
