It's strange. I'm not sure what you're trying to say. Maybe

She kept putting off the lunch.

(She scheduled it for Monday. Then, because she couldn't do it on Monday, she rescheduled for Wednesday. Then she had to reschedule again for Thursday.)

OK. Then you don't want "lunch hour by hour". That gets confusing because there is the expression "lunch hour", the time when people take off from work to have lunch. You'll have to say it just like you did here:

She kept [delaying / putting off] the lunch by an hour
