Is this sentence correct or should I change something to the sentence?

This is not correct. You can say:

That's up to you, isn't it?

This may be a real question, or a rhetorical question that implies that the speaker thinks the answer is "yes". In speech, intonation will indicate which. If it is sufficiently rhetorical, the question mark may be omitted in writing.
