Is this sentence correct in American English?

Is this sentence correct in American English?

1)Does she have the right to make you take the test?

Questiions:

All helping verbs come before she, he, you, I in the question form and after them in the answer form, right?

I can't remember, do we add ing tho the verb after rather and prefer?
