Is this sentence correct? (I think not)

Hello Emotion: smile

I've been asked to proofread a bunch of documents to assess the translating qualities of different people.

One of the people wrote the following:

""the agreement stipulates that procedures must be used that guarantee the origin and integrity of the data are authentic"

I think that this is incorrect, to me, either a "that" is missing ("used that guarantee that the origin and integrity of the data are authentic") or a "to" should be used ("used to guarantee that the origin and integrity...")?

Am I correct or is the original wording acceptable?

Top answer

I think the "that" between "guarantee" and "the origin" is implied, but it makes the sentence weird, it's better to write it.

Yes, rewrite it like that, or you might want to consider this: 'the agreement stipulates that procedures must be used that guarantee the authenticity of the origin and integrity of the data.'
