I had not been able to contact my parent until yesterday ?

Means I have been able to contact them since yesterday.

Can I use :

I couldn't contact my mom for 2 weeks instead of I have not been able to contact my mom for 2 weeks.

The second sentence looks too long to me to use in actual conversation.

I haven't been able to contact my mom for 2 weeks. OK. To me, this is better, because it relates to the most recent 2 weeks. The other could be any two weeks in the past. eg.

After the big earthquake, I couldn't contact my mom for two weeks.
