Is this sentence correct?

Hi. I have a question on the following sentence:
"Among the urban legends that have dogged the fried-chicken chain for years, it seems a particularly stubborn one alleges that the company has created a mutant strain of arachnid chickens capable of producing a bumper crop of drumsticks and hot wings."

My question is that the sentence is correct grammatically?
If not, am I right thinking in this way?
Regarding this part "a particularly stubborn one" and its relation to around it. I think, the author shouldn't place "a" there, so that the sentence would be "it seems particularly stubborn", or place a "that" before "alleges."

Could you please help me, please?

The original structure is correct; it means "it seems that a particularly stubborn one ...".
