Is this sentence correct?

Budgets cosider any expenses which will be required to incurr and any allowances which can be obtain to achive each level of output specified.

Actually, I was trying to mean that expenses and allowances are incurred by a company for whom the budget is prepared. Also, can explain me why "that" and not "which"? Is that due to singular and plural. Thank you for your help.

Sorry for the delay, I was out for the day.
As I see it, it doesn’t matter whether the budget is for a company or for yourself, the philosophy remains much the same. It is the budget itself that is made up of expenses incurred and benefits/allowances obtained. The word ‘consider’ might sometimes be ‘contemplate’ or ‘comprise’, but the formula is the same.
