Is this sentence correct?

> New ideas are needed for creating XX.

Is this sentence correct?
Is this commonly used?

My guess is "incorrect" because the subject of this sentence is "ideas" and the subject of "creating" is "we".

I think it should be either:
- New ideas are needed in creation of~
- We need new ideas for creating ~

I'm not sure. Could someone tell me?
