Is this sentence correct?

I'm reading this article:

I'm wondering whether this sentence is correct:
"it's shocking that two women could be in such a state [to commit] this crime" in "Who were these "maniacs"? Did they actually exist, or was this just what the twins told their worried brother out of delusion? Either way, it's shocking that two women could be in such a state to commit this crime."

I think, "it's shocking that two women could be in such a state [committed] this crime" is correct.

Am I wrong?
